Governor signs Domestic Violence bill co-sponsored by Representative Coulson

The Governor signed legislation co-sponsored by State Representative Beth Coulson that will increase protection for victims of domestic violence. Senate Bill 2719 (P.A. 95-0773) allows the courts to order GPS tracking for offenders who violate an order of protection. Domestic violence is a tragic crime that affects men and women regardless of race, income level or social background. No one should have to live in constant fear when there is technology available that can increase safety and peace of mind. The idea for GPS tracking of domestic violence offenders resulted from the untimely death of Arlington Heights resident Cindy Bischof who was stalked and murdered by an ex-boyfriend. Cindy had done everything in her legal power, including filing orders of protection, installing security cameras in her home – even wearing a panic button around her neck. The new Cindy Bischof Law takes effect January 1. When a stalker or abuser violates an order of protection, our court system must have the laws and technology that will prevent the offender from striking again. GPS tracking provides law enforcement and victims with real-time information on an offender’s location. This technology is already successful in monitoring sex offenders, and is crucial to increasing safety in our communities. This new law will help fight against domestic violence and empower Illinois residents with life-saving tools.
